一种新的移动通信计费方案研究

A study on a new billing scheme of mobile communication

针对当前移动通信计费体制仅考虑通信时长不考虑通信质量的情况,提出了基于通信质量的弹性计费方案。首先讨论了现行移动通信计费体制的优缺点,然后对弹性费率方案进行了分析研究并提出相关算法。对于移动用户而言,该算法简洁易懂;对于运营商来说,算法具有编程简单、易于调试和修改等优点。最后,分析了移动通信对话音重建质量要求,指出了有待解决的问题。

In order to change the fact that the time length of communication is the only important factor whithout considering the communication quality,a billing scheme of flexibility based on the quality of communication is proposed.The advantage and disadvantage of existing billing scheme is discussed first.And the arithmetic of flexibility billing scheme is put forward then.The arithmetic has the advantages of understanding easily for mobile users and simple to program,debug and modify for operators.The quality require for tone rebuild in mobile and the unsolved problems are indicated finally.
