The development of E-Gov Affair is just in its beginning step,so it needs the support from all sorts of the-ory and practice urgently.By analyzing the characteristic of E-Gov Affair,the paper proposes a Role Network theory that can be applied to the field of E-Gov Affair and gives a corresponding formalization description.Meanwhile,the paper proposes a Role Network Model Based E-Gov Affair software Architecture.Finally,the paper analyzes and illustrates the software Architecture.
