推进我国民爆生产与爆破服务一体化实质性发展的对策研究与实践探讨

Countermeasures research and Practical discussion on promoting industrial explosive materials' production combined with blasting services

本文在系统总结国内外一体化发展历程及现状基础上,通过深入剖析我国推进民爆生产与爆破服务一体化中遇到的问题及困境,研究探讨了新形势下推进民爆生产与爆破服务一体化应重点把握的原则和目标,结合推进民爆一体化试点运行前期准备工作,提出了促进一体化实质性发展的相关对策措施与建议。

On the bases of systematic summarizing the current development status of explosive materials' production and blasting services both in the international and in China, this article conducts an analysis on the problems and difficulty situations in depth when promoting the 'One United Operation', discusses and explores the key principles and goals of developing such service operation system under the current new circumstances in China and proposes related procedures and suggestions to actually boost the development of 'One United Operation' based on pre-ground work of developing pilot operation for such service.
