This paper systematically summarizes present status and development of civil explosive industry transformation and upgrading in recent years, and deeply analyzes opportunities and challenges in the progress of transformation and upgrading under the new situation, which is composed of persistent overcapacity, more competitive market, upgrading risk management and control, and etc. Moreover, this paper puts forward countermeasures to promote transformation and upgrading and healthy development of civil explosive industry.
