中国煤矿安全生产标准化建设探讨

针对我国煤矿安全生产标准化建设过程中存在的一些难点问题,结合科学的安全生产管理新理念,根据井田地质和煤层赋存、采煤方法、机电装备、规章制度等煤矿安全生产标准化基础条件,研究了我国煤矿安全生产体系管理,分析了矿安全生产标准化建设中需要注意的问题。研究结果标明,在煤矿安全生产标准化建设中,煤矿企业要努力提升生产系统和安全防护系统的装备水平,全面提高全员的专业技术和工作技能,学习实施《煤矿安全风险预控管理体系规范》,深度消除煤矿安全生产全过程中"物"的不安全状态,及时杜绝煤矿安全生产全过程中"人"的不安全行为,一定要以成熟适宜的长效机制保障煤矿持久的安全生产。

In view of some difficult problems in the process of China’s coal mine safety production standardization construction,combined with the scientific new concept of safety production management,according to the basic conditions of coal mine safety production standardization such as mine field geology and coal seam occurrence,coal mining method,mechanical and electrical equipment,rules and regulations,the research on the management of coal mine safety production system in China was carried out,and the problems that need attention in the construction of mine safety production standardization were analyzed.The research results indicate that in the standardization construction of coal mine safety production,coal mine enterprises should strive to improve the equipment level of production system and safety protection system,comprehensively improve the professional skills and work skills of all employees,and learn to implement the'Code for Coal Mine Safety Risk Pre-control Management System'.To deeply eliminate the unsafe state of materials in the whole process of coal mine safety production,and to prevent the unsafe behavior of people in the whole process of coal mine safety production,we must ensure the long-term safe production of coal mines with mature and appropriate long-term mechanism.
