2008—2018年忻州辖区煤矿安全事故分析及安全管理对策研究

Coal mine safety accident analysis and safety management countermeasures in Xinzhou area from 2008 to 2018

为了构筑牢固全国煤矿企业安全生产防线,根据习近平总书记对全国安全生产工作的重要指示精神,全面探析山西省忻州辖区较大以上煤矿事故,从国家煤矿安全监察局官网通报的山西省各类生产事故看,除了人的不安全行为、物的不安全状态、环境的不安全因素等引起发生事故的原因外,安全管理缺陷所引发的事故占比54%。鉴于此,分析了山西省煤炭安全生产管理中存在的问题及原因,并且提出了安全管理工作中采取对策措施,指出只有严格安全管理工作,才能确保煤矿企业安全、持续、绿色、健康发展。

In order to build a solid national coal mine enterprise safety production defense line,according to the important instruction spirit of General Secretary Xi Jinping on the national safety production work,the author comprehensively analyzes the large coal mine accidents in the Xinzhou area of Shanxi Province,China,and the Shanxi Province notified from the official website of the National Coal Mine Safety Supervision Bureau,in view of various production accidents,in addition to the causes of accidents caused by unsafe behaviors,unsafe conditions of the objects,and environmental insecurity factors,accidents caused by safety management defects accounted for 54%.According to this,the problems and causes of coal safety production management in Shanxi Province are analyzed,and countermeasures are taken in the safety management work.It is pointed out that only strict safety management can ensure the safe,sustainable,green and healthy development of coal mining enterprises.
