执法质量是公安工作的生命线。公安工作千头万绪 ,归根结底必须落脚于执法质量 ,它是实现依法治国方略的需要 ,也是公安机关实践“三个代表”的最好体现。但随着推行执法质量评议工作的深入 ,贫困地区一些公安机关和民警在处理评议与执法、评议与治警等关系上 ,陷入了认识、观念、实践、措施、效果上的误区 ,从而成为影响和制约执法质量评议工作向纵深发展的重要因素。

The enforcement quality is the key of public security work, and it is the requirement of the national strategy of rule of law , as well as the behavior of the practice of 'Three Represents'. However, with the deep conduction of the examination of enforcement quality, such work has fallen into trouble in many aspects, especially in poor areas, which has become a main factor that influences and restricts the further development of the examination.
