我国境外人员非法居留问题日趋严重 ,且一直得不到有效解决 ,其影响因素主要有相关立法、外管体制、执法等。应当启动出入境法律法规的修改工作 ,努力造就一支高素质、专业化的出入境管理队伍 ,加强政府相关管理部门的协调 ,加大对基层派出所人、财、物的投入 ,加强科技强警 。

The problem of illegal residence of foreigners in our country has become increasingly serious and has not been solved yet. Its cause involves with the concerned legislation, management system of foreigners, and law enforcement, etc. As a result, the concerned rules and regulations should be amended, and a high-quality, specialized group of management of entrance and exit. Meanwhile, the concerned government organs should strengthen coordination and the investment involved, as well as the management level of information to improve the technology quality of police.
