留置措施是《人民警察法》赋予人民警察维护社会治安秩序 ,惩治违法犯罪的一项基本权力 ,因而 ,被留置人员死亡事故也是发生在公安机关内部的特有问题。对留置死亡事故的特点、原因进行剖析 ,有利于公安机关进一步规范留置管理 。

Lien is a fundamental power of police, which is endowed by Law of People's Police,to maintain social public order and punish the illegal offense. However, death of the coercive person happened in lien is an internal occurrence in public security organs. A analysis on it in its features and reasons is conducive to the further regulation of lien and the decrease in such occurrence.
