抓紧实施工伤社会保险 切实保障劳动者权益

在建立社会主义市场经济体制的过程中,由于一些企业片面追求经济利益,忽视安全生产,使工伤事故和职业病呈现高发状态。而我国现有的工伤保险条例已不能适应当前的经济体制改革,因此急需建立一个完整统一的、适合国情的工伤社会保险制度。本文认为这一工伤社会保险制度必须有广泛的覆盖面;有规范的工伤社会保险基金;在征缴工伤社会保险费时应实行差别费率和浮动费率;应适当提高工伤社会保险待遇;必须贯彻“预防第一”的方针。

In the process of building up socialist marketing economy system, the incidence of industrial accidents and occupational diseases is very high, for some enterprises concentrate on profits and neglect safe pnxluction. The insurance rules for industrial injuries in our country are not adapted to the pesent economic system reform. So it is urgent to set up a social insurance system for industrial injuries which is integrated and adapted to our national conditions. The author thinks this social insurance system must have a comprehensive coverage and standard insurance fund. Differential insurance tariff rate and floating rate should be practiced when social insurance premium for industrial injuries is collected. The insurance remuneration should be appropriately raised and the principle of Prevention First must be implemented.
