摘要
行政文化通过历史的积淀 ,对行政人员的个性、思维方式和行为都有影响和制约 ,无形中决定着行政主体的思维模式和行为模式 ,同时影响行政组织的结构和效率 ,进而极大影响着整个行政体系的构建 ,这成为制约行政改革进一步推进的深层次原因。因此 ,需要从发展行政文化的角度推动行政改革的发展。行政文化是对行政、社会变革所做的文化心理准备 ,也是对行政、社会变革从文化上做出的总结和巩固 ,是推动变革的关键所在。
With the development of history, administrative culture has not only great effect on the executive's personality, the way of their thinking and behavior, but also has influence on the development of their thought and behavior model and on the whole structure and efficiency of administrative organization by means of the development of administrative cultures. This has become the reason to obstacle further development of administrative reform. Hence, it is necessary to push forward the development of administrative reform through the development of administrative cultures——the cultural and psychological readiness for the reform of administration and society. It is also a conclusion and consolidation of the administrative and social reform based on culture, and the crucial factor to push forward the reform.
