摘要
阐明了行政伦理的含义、内容;分析了行政伦理失范的原因,探讨了加强行政伦理建设的有效途径,即制度化自律和道德驱动自律的有机结合。制度化自律实现途径为:完善公务员的任免机制;完善法律、行政、政党、舆论和群众监督机制。道德驱动自律的实现途径为:加强行政伦理教育和行政伦理修养。
The thesis analyzes the effective methods of strengthening administrative ethics construction comprehensively and deeply, that is the organic combination of institutional autonomy and moral driving autonomy. Achievable methods of institutional autonomy are perfecting the mechanism of officers appointment and recall; perfecting the supervisory mechanism of law, administration, the party, public opinion and the masses. Achievable methods of moral driven autonomy are strengthening administrative ethics education and administrative ethics cultivation.
