Theoretical Foundation and Mechanism of the Scientific Data-sharing

本文从科技自身发展特点、共享的逻辑起点、法理基础和共享管理系统诸因素及其相互作用等方面探讨了科学数据共享的理论基础;并从可共享数据资源的整合及其分类分级、共享政策与法规体系、共享技术、协调管理等方面探讨了共享机制的建立问题。

In this paper, the theoretical foundation of scientific data sharing is elucidated from the view of interactions among such factors as the development characteristics, logic start of sharing, juristical foundation and sharing management system of science and technology. Founding of sharing mechanism is discussed as viewed from integration and classification of shareable data resources, sharing strategy and legislation system, sharing technology, and coordinated management.
