Sci-tech achievements management system formed under planning economy conditions hasn't had the functions of protecting intellectual property right. The patents management system, which is a result of market economy, serves planning economy. In aspect of intellectual property right, replacing achievements management system by using patents management system is an inevitable choice for the development of market economy.
