摘要
分析了美国“罗斯福工程”、前苏联“斯大林改造大自然计划”、日本“治山计划”等世界重点生态工程 ,可以看出世界各国都为实施重点生态工程出台了专门的政策措施 ,有的甚至将其上升为法律 ,为工程建设提供了有力的保障。借鉴国外的成功经验 ,并针对我国六大工程的实施乃至整个生态环境建设提出建议。
Based on the analysis of world key ecological projects,it is found that many governments offer policy measures for the carrying out of these projects.Some measures even serve as laws which guarantee the construction of the projects.With these experiences as references,the paper presents some suggestions for carrying out six major projects and the establishment of the whole ecological environment in China.
