Small-sized Business Support Systems:Principles and Practice

发达国家(如美国)政府对市场经济不是无为而治,而是适度干预,主要体现在对小企业的支持。经过半个世纪的历程,美国小企业支持已经形成体系,表现为法律支持体系、组织支持体系和政策支持体系三个方面,其中法律支持体系是基础。借鉴美国小企业支持体系运行的经验教训,我国既要进一步充分认识小企业在经济社会发展中的重要作用,更要通过不断完善法律体系和组织支持体系,建立基于市场的小企业支持体系,借助这些体系的规范运行,提高我国小企业的发展水平。

In developed countries,such as the US,the government does not give free rein to,but has moderate intervention in,the market economy,which is embodied in the support to the smallsized businesses.In the past 50 years,systems have formed in the US in the support to the smallsized businesses.There are three types of support systems:law support system,organization support system and ploicy support system among which law support system is the basis.Referring to the experience and lessons of the functioning of those suppport systems in the US,Chinese government should on one hand be fully sware of the important role played by smallsized businesses in the economic society,and on the other hand establish the smallsized business support systems that are based on the market by improving law system and organization support system.The development of our smallsized businesses can be improved with the standardized functioning of these systems.
