制度对社会成员是一种社会约束,同时也是一种社会激励。制度体系本身是一种权利义务关系为基础的广义的利益分配格局,能够引导社会成员的行为方式,直接触动人们的价值观念。建立社会信誉最重要的方面是解决体制的激励问题和完成对社会既有规则的改造。制度的现代化,将最终决定中国现代化的命运。

An institution is a social restraint on members in the society and a social motivation as well. An institution itself is, in a broard sense, a pattern of interest distribution based on the relations between rights and obligations, which enables to guide the behavior manners of its members and to directly stimulate the concepts of value of people. It is the most important of the establishment of a social credit to solve the problem of institutional motivation and to accomplish the transformation of the existing social rules. The institutional modernization will eventually determines the destiny of the modernizations in China.
