从公司文书看现代公文外延的扩展

On the Extended Denotation of Modern Official Documents from Corporate Documents

公司文书虽然不是公务文书,处理的并不一定是'公共事务',但它仍然属于公文的范畴。从公司文书的视角进行考察,自古及今公文的外延已经出现了显著的扩展。一是行文主体的扩展,从朝廷的公文,到机关的公文,再到机关的公文和公司的公文;二是公文职能的扩展,从服务皇权,到处理公务,再到成为所有社会组织的管理工具;三是公文文种的扩展,从法定公文到非法定公文,由狭义的公文到广义的公文,而且突破了公务文书和私务文书的界限。公文外延扩展的背后,是'公共权力'逐渐从独占走向分享,从集权走向民主。

Although corporate documents are not the documents on public service,they still are official documents.From the perspective of corporate documents,the denotation of official documents has been expanded significantly from ancient times to the present.First is the expansion of the subject,from the court to the government to government and Corporate.Second is the expansion of its functions,from serving the imperial power to the public service to the management tool of all social organizations.Third is the expansion of the kind,from statutory kind to non-statutory kind,from the narrow sense to the broad sense,and it has broken through the boundaries of official documents and private documents.Behind the extension of official documents is the change of'public power'from monopolization to sharing,and from centralization to democracy.
