试论我国西部引进外资的质量管理

A Tentative Comment on Quality Management in Introduction of Foreign Capital in West China

积极引进外资是发展中国家或地区经济发展的捷径,而发展中国家或地区引进外资成功与否,关键取决于其对引进外资的规模、结构、效益、风险的管理,这些都需通过加强对引进外资的质量管理来规范。适度的外资规模、科学合理的外资结构、高效运作和协调的风险管理机制,是我国西部引进外资质量管理的基本框架。

Active introduction of foreign capital is a short cut in developing economy in developing countries and regions.The success of the introduction is decided by the purpose,possibility and consistency between the policy and the introduction,which depends on the quality management.Suitable scale of foreign capital,scientific and reasonable structure,effective operation and coordinate management mechanism of risk will be the basic frame in the quality management of introduction of foreign capital in West China.
