Discussion on Disputes on the U. S. A' s Protection for Steel Trade and Its Effect on Global Trade and Economy

美国钢铁保障措施的出台是经济衰退期外贸政策保护主义倾向进一步加强的具体表现。作为WTO成员,美国按国内法201条款实施的钢铁保障措施必须符合WTO保障措施规则。但美国钢铁保障措施即使符合WTO规则,也是通过损害其钢铁贸易伙伴正当利益来追求本国利益最大化。因此,在全球贸易体制约束下,美国的行为必然引起各相关方与美国之间运用全球贸易规则的利益博弈,并由此对世界经济贸易产生重大影响。

The paper points out that the implement of protecting measures for steel trade by the American government embodies the enhancement of international trade protectionism during the economic recession. It argues that America's measures taken in terms of Clause 201 must conform to the relevant rules of the WTO, and that, even though it sees its conformity, its aim is obviously to maximize its own national interest at the cost of that of its steel trade partners. The paper concludes that America's abnormal practice will inevitably lead to countermeasures to be adopted by its partners involved by instituting global trade rules and great effect on global trade and economy, will be conceqnently incurred.
