数字鸿沟使世界范围的贫富分化更趋严重。信息差距在不同地区之间呈现出一种普遍的、多层次的分布状态,它引起的贫富差距的扩大具有历史的和现实的深层次的原因。但其核心问题是发展中国家贫穷的、既有的路径被信息化革命进一步强化。我国打破贫穷的恶性循环,不仅需要依靠外生的力量,更重要的是要有相适应的制度创新和人力吸引与教育的机制。

The paper, after making an analysis of the historic and current causes of the poverty gap resulting from the information gap - digital divide - between different countries or regions, touches upon the core issue of the enhancement of information revolution over the current limited information conditions of the poor developing countries. It further points out that improvement of the current situation requires not only outer enforcement but adaptive systems, human resources and educational mechanism.
