Education and environment issues as the representative of the people’s livelihood reflect many kinds of problems in practical development. The'carnivalized' crowds of onlookers are one after another, any aspect of social life could be a potential risk in public opinion, and any public opinion events could become a window for Internet users to vent their emotions. The risk-society has already come, which requires social managers to innovate in the new media age to build society risk management and to guide the public opinion into a healthy growth pattern.
