我国煤层气产业政策评价研究

Research on China's coalbed methane industry policy evaluation

党的十九大报告指出,推进能源生产和消费革命,构建清洁高效低碳的能源体系,而煤层气开发利用具有节能、环保、安全等多重效益,作为常规天然气最可靠的补充能源将迎来发展空间。为促进新时期我国煤矿区煤层气产业发展,科学评价煤层气产业政策实施效果,采用定性评价法,从近期煤层气产业发展、科技支撑、社会与环境效应3方面对比分析了产业政策实施效果,提出了我国煤层气产业发展存在的相关问题,从政策体系、财政补贴等角度提出了进一步促进煤层气产业发展的政策建议。

The report of the 19 th National Congress of the Communist Party of China pointed out that the energy production and consumption revolution should be promoted to build a clean,efficient and low-carbon energy system.The development and utilization of coalbed methane has multiple benefits such as energy conservation,environmental protection and safety,it will usher in the development space as the most reliable supplementary energy source of conventional natural gas.In order to promote the development of coalbed methane industry in China’s coal mining area in the new era,and evaluate the implementation effect of coalbed methane industry policy scientifically,from the recent development of coalbed methane industry,science and technology support,social and environmental effects,using the qualitative assessment method,the effects of industrial policy were analyzed,the related problems in the development of China’s coalbed methane industry were proposed,And policy recommendations were proposed to further promote the development of coalbed methane industry from the perspectives of policy system and financial subsidies.
