国有煤炭企业混合所有制模式与实现路径研究

Research on mixed ownership model and implementation path of state-owned coal enterprises under high-quality development

通过描述煤炭企业发展混合所有制改革的经济学意义,分析国有煤炭企业混合所有制改革的5种实现模式,从政府、国有煤炭企业、非国有企业3个方面研究了其存在的问题,提出了新时代下国有煤炭企业混合所有制改革的路径选择,包括成立国有资本投资运营公司及设立国企改革基金推动混合所有制改革、完善国有煤炭企业混合所有制内部治理机制、调整国有煤炭企业股权结构,最后提出混合所有制改革的建议。

By describing the economic significance of the development of mixed ownership reform in coal enterprises,this paper analyzed the five realization modes of mixed ownership reform in state-owned coal enterprises,and studied the existing problems from the three aspects of government,state-owned coal enterprises and non-state-owned enterprises,and proposed the path choices for the reform of mixed ownership reform of state-owned coal enterprises in the new era,including the establishment of state-owned capital investment operation companies and the establishment of state-owned enterprise reform funds to promote mixed ownership reform,improve the internal governance mechanism of state-owned coal enterprises’mixed ownership,adjust the shareholding structure of state-owned coal enterprises,and finally propose the suggestions of mixed ownership reform.
