要下大力量改善煤矿安全生产的技术装备

Technology and Equipment for Improving Safety in Coal Mines

加强劳动保护工作,改变煤矿不安全状况,是巩固煤矿职工队伍,实现煤炭工业持续健康发展的保证。近几年来,煤炭部正积极地从方针上、组织上、管理上、技术措施上采取一系列的措施。自1978年10月根据中央与国家有关文件精神,煤炭部召开了全国煤矿安全工作会议,制定了切实搞好安全生产的决定;1979年修订颁发了《煤矿安全工作试行条例》和《煤矿安全监察试行条例》,在煤炭系统自上而下建立了安全监察机构,坚持监督检查制度,并于秋季会同全国总工会和国家劳动总局组织了全国煤矿安全大检查,促进了安全工作的开展。

The Ministry of Coal Industry raises the goal of decreasing fatality rate per million tons to the rate of world advenced level by the end of the eighties. To achieve this in spite of strengthening management great effort should be paid to change the whole feature of technology and equipment which are now still in backward level. These are the basic measures for thoroughly improving safety condition in mines. The ways of realizing safety mining in many countries and the practice in China show the advanced technology and equipment can thoroughly improve safety in coal mines, China has a long way to go comparing with developed countries. Therefore the author points out that great effort should be made on several key jobs basing upon the status of our country.
