摘要
西部民族地区信息化水平与东、中部地区差距较大,信息技术应用教学效果不明显,县级信息化发展水平监测评估框架不健全,信息化思维难以从基于内容向基于数据转换等问题突出。通过总结新中国成立70年教育信息化建设历程发现,造成西部地区基础教育信息化发展'不平衡、不充分'的主因是基础设施普及难度大,统筹机制不健全和包括资金、技术、师资在内的支撑环境不健全。要提升西部地区基础教育信息化水平,应突破信息化建设的时间窗口,依托国家大数据(贵阳)综合实验区加强西部地区教育信息化可持续发展能力建设,以民族地区资源为基础,进行西部地区特色教育信息化资源开发。创新民族地区教育信息化的建设路径,将为中国教育改革提供参照。
The informatization in Western ethnic regions is behind that of Eastern and Central regions,with serious problems such as ineffective technology application in teaching,imperfect evaluation framework at the county level,and difficult transformation from content-based to data-based informatization thinking.By summarizing the 70 years’history of educational informatization,it is found that the unbalanced and inadequate informatization development of elementary education in Western regions is caused by unsound overall planning mechanism and supporting environment including funds,technology and teachers.To improve the level of informatization,we should break through the time window of informatization construction,strengthen the sustainable development ability of educational informatization in Western regions by relying on the comprehensive experimental zone of national big data(Guiyang),and develop characteristic educational resources based on resources in ethnic areas.In this way,we can innovate a new path of educational informatization construction in ethnic areas and provide reference for China’s educational reform.
