摘要
云南高等教育重点建设是实现中国高等教育现代化及建设高等教育强国应有之义,回顾云南重点建设之路,其呈现出先机不占、高校行动力不足等特征。进入双一流阶段,云南呈现出反应迅捷、政策灵活、注重全方位、立体的制度体系的构建等特质,但过重的规划痕迹以及公平与效率等问题仍困扰着其推进。因此在政策走向上,应努力构建起高原-高峰-高原"这样一个基本循环,并积极扎根本省融合"地方性知识"的同时,平衡政府主导与高校自主。
The key construction of higher education in Yunnan is the meaning of realizing the modernization of higher education in China and the construction of a powerful country of higher education.Review the road of key construction in Yunnan Province,it shows that the initiative is not occupied, the colleges and universities have the characteristics of lack of action and so on.At 'double first-class' stage,Yunnan province has the characteristics of rapid reaction, flexible policy, the construction of an all-round and three-dimensional system.However,The policy has a heavy trace of planning as well as fairness and efficiency, and it still plagued it.So in the direction of policy,e should work hard to build up a basic cycle of Plateau-peak-plateau, we should actively integrate the 'local knowledge' and balance the leadership of the government and the autonomy of colleges and universities.
