民国时期蒙自道道尹群体研究

A Research on the Group of Mengzi Dao Yin in the Republic of China

蒙自道道尹是民国时期总辖一方民政事务的地方长官,肩负固边圉、防外侵的重任,并承担着管理滇越边界事务与涉外交涉的事宜,堪为职广且繁难。蒙自道(包括临安开广道)在民国存在的16年时间里,先后有过10多位道尹,他们中有积极进取、桑梓情深、造福地方者,也有因调换频繁、遇事掣肘而难有所作为者。文章通过对蒙自道道尹职责权限与实际执行情况之间的考察,揭示民国道制设置在省与县之间效力发挥的情况及其道尹群体任命的一些特征。

Mengzi dao Dao Yin is the local governor of the civil affairs of the general jurisdiction during the Republic of China. They shoulder the heavy responsibility of defending against borders and preventing foreign invasions. They also undertakes the management of border affairs and diplomatic affairs. In the 16 years of existence in the Republic of China, Mengzi Dao(including Lin’an Kaiguang Dao) has had more than 10 Dao Yin. Among them, there are positive and enterprising, sang-yen love, and those who benefit the localities,and there are frequent exchanges and difficulties. It is difficult to make a difference. Through the investigation of the responsibilities and actual implementation of Mengzi Dao, this paper reveals the situation in which the Republic of China system is set up between the provinces and counties and the characteristic of Mengzi Dao Yin.
