民族地区特色小镇脱贫攻坚的机理和模式——以广西为例

ON THE MECHANISM AND MODE OF POVERTY ALLEVIATION IN CHARACTERISTIC TOWNS IN ETHNIC AREAS:TAKING GUANGXI AS AN EXAMPLE

特色小镇是多方力量共同作用的结果,其建设与扶贫开发存在互通性,新时代脱贫攻坚对农村城镇化和特色小镇提出了更高要求,而特色小镇也使脱贫攻坚有了更好的条件和更多选择。特色小镇成为新一轮国家战略,肩负促进民族地区团结和增加边疆民众收入多重使命,广西民族地区在经济条件、资源禀赋、生态环境和民族特征等方面有着自身特点,实际情况决定一些具体的特色小镇建设路径,文化民俗、企业发展、旅游休闲、边境口岸等关键动能具有自身特征和适应条件,不同区域应选择适合自己的发展模式。

The characteristic town is the result of the joint efforts of many forces. Its construction and poverty alleviation through development are interoperable. In the new era, poverty alleviation and fortification put forward higher requirements for rural urbanization and characteristic towns whereas the latter also provides better conditions and more choices for fighting poverty.Characteristic towns have become a new round of national strategy, shouldering the multiple missions of promoting unity in ethnic areas and increasing the income of people in border areas. The ethnic areas in Guangxi have their own characteristics in economic conditions, resource endowments,ecological environment and national characteristics. The actual situation determines the construction path of some specific characteristic towns. The critical kinetic energy such as culture and folklore,enterprise development, tourism and leisure, and border ports both has its own characteristics and adaptation conditions. Different regions should choose their own mode of development.
