弹性的、以市场为基础的新公共管理不仅对西方现行的政府改革产生了实质性的作用 ,更从深层次上改变了人们对某些问题固有的看法。我们无法忽视或拒绝新公共管理的影响 ,但如何在与西方差别显著的中国有效地采纳新公共管理的主张 ,是一个需要审慎分析、计划和实施的问题。
The flexible and market-basis new public administration not only plays an intrinsic part in western's current government reform,but also changes in deep sense some fixed ideas of people.We can't ignore or refuse the influence of new public administration.Yet,how to adopt the viewpoint of new public administration in a totally different country like China is a problem we need to consider,plan and carry on carefully.
