档案利用与档案保密是档案工作中相辅相成的一对矛盾的统一体 ,人们在利用档案时不可忘记保密 ,而做好档案保密又正是为了维护档案的完整安全 ,以便更好地利用档案发挥其功效。为此我们在工作中要正确认识妥当处理 ,既不因为利用而忽视保密 ,也不为强调保密不予利用而产生偏颇 。

In archival work,archives utilization and secrecy are a pair of contradictory entity of supplements each other.We dont forget secret items when using archives,at the same time secrecy for the sake of archives completeness and safety aims at utilizing archies much better. Therefore,we come to correct cognition to dispose this properly to insure smooth archives work; we can neither neglect secrecy for the sake of utilization nor taboo utilizing for the sake of secrecy.
