关于建立诚信缺失制约机制的思考

随着商品经济的发展,诚信由传统意义上的一般伦理道德,演进为经济伦理规范,成为市场经济发展的内在要求。当前大量失信行为的产生主要是由于失信成本过低造成的。为保证市场经济健康稳定发展,必须建立诚信缺失制约机制,即在加强诚信道德建设,用道德约束去启发自律的同时,还要通过建立失信惩治制度、健全完善的市场规则、符合国际规范的信用体系和制度等硬约束进行他律强制,并应强化立法建设,加大执法力度,以提高诚信制度的有效性。

With the development of commodity economy,being honest and creditable is the requirement of economic ethics.The operation of market economy is based on the honest and credit.Nowadays discredit should mainly be attributed to the low cost of discredit.In order to guarantee the healthy development of market economy,a mechanism must be estab-lished to constrain discredit.That is to strength morality,to perfect institutions regulating discredit,and to make laws pun-ishing discredit.
