The establishment and development of rural modern social security is an important content of Chinese socialist modernization. But, in the border districts, mountain areas and the areas where people of the minority nationalities live in compact communities, modern social security almost has not been established, and traditional social security still hold a dominant position. Under the situation which Chinese economy develop at full speed, we should utilize all kinds of advantageous factors fully in order to quicken the establishment and development of rural modern social security.
