在素质教育观下 ,以课改为核心的函授学历教育的发展性策略大致是 :增强课程设置的综合性 ,培养复合型人才 ;深化弹性学制的改革 ,建立与学分制配套的教学管理制度 ;变革传统教学方式 ,倡导“问题—研讨”式和“探究式”教学 ,凸显成人高等教育的自主学习需求和个性化特征。

The developing tactics of correspondence education centred upon the curriculum reforming from the point of quality-oriented education are: 1) enhancing the the synthesis of curriculum design and fostering all-round competent personnel; 2) deepening the reforming of flexible school system and building up an accessory teaching administrative system of credit system; 3) reforming the traditional teaching methods and proposing the 'question-discussion' and 'exploration' ; 4) protruding the necessity of self-learning and individual character of adult education.
