This article thinks nationality universities must study seriously and carry through the principle in the report devolived at the 16th CCP national congress,regard important ideas of three represents as guide,adhere to the three directions,and emphatically points out ideological and moral innovation, teaching innovation , scientificl research and management innovation and contingent constructive innovation of teacher and scientific research.
