The real motivation of the Soviet Union' s request for passing through the territory of Poland and Romania to assist Czechoslovakia was to impose political pressures on the two countries . In the 1930s , the Soviet Union made every effort to avoid war with Germany, so it had no intention to send troops to assist Czechoslovakia . The Soviet U-nion was actually carrying out a policy which aimed both to promote the establishment of European collective security and to develop a cooperative and friendly relationship with Germany , and finally signed the Soviet - Germany treaty of cooperation in the late 1930s . The facts that the Soviet Union refused to respect the sovereignty of the countries concerned in its negotiations about passing through the territory and that it expanded to East Europe after signing the Soviet- Germany treaty reveal that the real intention of Soviet Union was to realize it's hegemonic goals.
