改革开放以来,中国进入了全面建设社会主义现代化的新的历史时期。在全国社会经济、教育、科学技术和文化卫生事业持续快速发展的情况下,各民族发展不平衡,少数民族和民族地区之间发展不平衡。对于少数民族和民族地区来说,要大力调整经济结构,发展非国有经济、特色经济及优势产业;加快经济体制和政府管理体制改革,建立社会主义市场经济体制以及与之相匹配的政府管理体制;加速对外开放步伐;树立与现代市场经济相适应的新思想、新观念;大力发展教育、科学技术和文化卫生事业。
