留学教育是培养和造就优秀人才的重要途径,吸引和鼓励优秀留学人员回国工作或为国服务是出国留学教育的政策目标。改革开放25年来,中国政府采取了不断扩大派遣留学人员的战略决策,确立了“支持留学、鼓励回国、来去自由”的12字留学工作方针;同时加大了吸引在外留学人员的政策力度。落实业已出台的各项优惠政策,为留学回国人员提供“实际、实在、实用”的保障措施,是目前吸引在外优秀留学人员工作的当务之急。

Education abroad is the important way to cultivate and bring up qualified personnel.The objective of education abroad policy is to engage and encourage students abroad to work and serve the homeland. Chinese government makes a strategic decision to steadily increase the number of students abroad, and establishes the work guiding principle , i.e., 'supporting study abroad, encouraging to return homeland and freedom of going out and coming back'. At the same time, it endeavors to attract talents abroad. Now the urgent affairs are to put these favorable policies into effect and to provide these talents effective measures.
