安全是国际关系研究永恒的主题之一。冷战结束后,随着全球政治经济的大整合、大进步、大发展,国际安全态势在新时代呈现出了新的复杂特点,特别是在全球范围内引起安全恐慌的9.11恐怖袭击事件发生后,人们蓦然发现,国际安全的重点已经实质性地从高级政治领域———传统的国家和军事安全领域,转向低级政治领域,尤其是社会微观层面上的专项议题、专门领域内的安全问题。有鉴于此,专项安全合作组织(机构)将在未来的国际安全舞台上扮演重要角色,发挥前所未有的作用。

Security is the eternal theme of IR study. After the cold war, there are too many complex and new features taking on in the international security posture with the great integration, advance and development of world economy and politics, especially, people find suddenly that the emphasis of international security has shifted from highlevel political realmtraditional state and military security to lowlevel politics, especially, the security affairs of microlevel, casebycase, and special domains after the terrorism attack of September 11, the traditional security theory and empirical achievements are weak and powerless in coping with the new situation, so the special security organizations will play a more important role and exert unprecedented influence in the future stage of international relations. 
