The present paper holds that globalization is a product as well as a process in that it helps speed up the development of the productivity of the whole world and the generation of a global awareness,and meanwhile contributes to the establishment of the network and sensitivity of the world socio economic power systems.To form a fresh concept of national development,it is vital to build a vantage point for an integral national competition and the key to it is the construction of a national innovative system.
