卫生事业单位机构改革人员分流的对策研究

摘要 事业单位机构改革人员分流是个重要问题。黑龙江省卫生厅在卫生事业单位机构改革中 ,探索了人员分流的七种主要途径 :( 1 )系统内调剂余缺 ,优化人员配置分流 ;( 2 )后勤服务社会化整体转移分流 ;( 3)盘活闲置资产创办各种经营、服务项目分流 ;( 4 )进行培训待岗转岗分流 ;( 5 )未聘人员自立自谋职业分流 ;( 6)适当年龄提前离岗分流 ;( 7)委托管理分流。 Personnel reassignment is a vital issue in institution reforms of public health unit. During its reforms, Heilongjiang Department of Public Health found out several approaches to resettle personnel: 1.regulate staff supplies to optimize personnel assignment; 2.shift and resettle staff groups in socializing rear service; 3.collect idle money to expand business and service; 4.train laid off workers; 5.help the unemployed be self employed; 6.lay the readily retired staff in advance; 7.entrust resettlement by an agent.
