依法治省与以德治省是依法治国与以德治国的基础。地方立法是实现依法治省的前提,地方立法要符合道德要求,立法必须与道德相结合,才能最终实现依法治省。

To rule province with law and with virtue is the basis of administrating the country with law and with virtue. Legislation of Province is the basis of administrating with law, and Legislation of Province must be fit for morality. Only by uniting legislation and morality, administrating province would be realized finally.
