文章分析了国有企业的多元化目标,提出了"责任导向型准市场化企业"概念。在对"责任导向型准市场化企业"的自然和组织经营特征进行详细讨论的基础上,确认其发展的瓶颈在于产权制度安排模糊。文章客观分析了私有化和国有资产流失的本质特性,提出"责任导向型准市场化企业"的出路在于进行"国有资产理性流动"和确立真正的现代企业制度。

This paper analyses the diverse objectives of stateowned enterprises and presented the concept of responsibilityoriented quasimarketed enterprise. Based on discussion of the natural and organizational characteristics of such enterprises, ambiguous property rights regime is identified as the obstacle to the development of them. Besides, this paper examined the essential feature of privatization and loss of stateowned assets and drew the conclusion that the sustainable development of these enterprises lies in rational flow of stateowned assets and building up modern enterprise regimes.
