政策评估是政策科学研究的一个重要问题。本文从政策评估的理论基础、评估标准、评估方法、评估活动的制度安排及其在不同国家的适用性四个方面入手,对国外政策评估研究内容做了一个简单的概述,并就政策评估标准问题,具体介绍了几种常用的评估模型。

Policy evaluation is an important problem of policy sciences. The author studies the problem from the following four aspects: the rationale, criteria, methods and institutional arrangement of policy evaluation. Furthermore, the author analyzes several universal policy evaluation models in the light of different evaluation criteria.
