对甘肃反贫困实践的思考

The Reflections on Practice of Fighting with Poverty in Gansu

贫困是一种综合的社会症结,相应地,人类对贫困的治理行为也是一种复杂的社会行动体系。20多年来的反贫困实践已基本改变了甘肃农村普遍贫困的局面,但农村经济发展水平落后的状况仍未从根本上得以改变。甘肃的反贫困又面临着新的问题:一是贫困问题的性质已发生了深刻的变化;二是返贫问题突出。而原有的反贫困模式,既存在着投入的不足,又存在着制度创新的不足,同时还存在着科学化、市场化水平较低的问题。这一切客观上要求我们必须重新调整反贫困对策。

In the past 20 years,practice of fighting with poverty has generally changed the poverty situation in rural areas in Gansu.However,the less develope d economic situation has not been basically changed.The two major problems conce rning fighting with poverty need to be considered:(1)the nature of poverty has c hanged profoundly;(2)sliding back into poverty becomes the striking problem.The former pattern of fighting with poverty is in low scientific and market level,and defi cient in investment and creative system.Thus,the policy of fighting against pove rty should be adjusted to the present situation.
