摘要
文章揭示了航道建设与水资源综合利用的现存和潜在问题,探讨产生问题的原因,研究解决问题的思路,提出应采取的政策措施建议。
The existing and hidden problems in waterway construction and comprehensive utilization of water resources are revealed, the reasons of producing the problems are studied, train of thought for solving the problems are researched and suggestions on policy measures which shall be taken are put forward.
