Since the 4th Plenary Session of the 13th Party Central Committee, the party building in China has achieved greatly. Combining the great achievements of the party building with the importance, requirements, methods and ways of training and selecting high-qualified cadres, this article expounds that Comrade Jiang Zemin is a devoted and reliable practitioner of Deng Xiaoping's Theory of Training, Cultivating,Selecting and Promoting Cadres. Also, this article discusses that Comrade Jiang Zemin greatly enriches as well as develops this theory.
