围绕教育为全面建设小康社会、为开创中国特色社会主义事业新局面提供人才支持和智力贡献,论述了教育优先发展战略地位的重要性,及其基础性、先导性、全局性作用的发挥。
Around the problem of constructing comfortable society and providing talents and intelligence for creating a new socialist situation with Chinese characteristic,this paper discusses the importance of developing education as strategy and how to give full play to the guiding、basic and overall function of education.
