摘要
清末时期,袁世凯为了发展北洋集团的势力,形成了一套颇成体系、独具特色的用人思路并集中表现在对于人才的援引上面。兼收并蓄、范围广泛;注重任用新式人才;以小站系为中心以及绝对服从、兼备德才等是其用人特点。
at the end of Qing Dynasty,for the sake of expanding force of BeiYang clique,Yuanshikai carried out a suit of characteristic cadre policy.These thought and point mainly are sending far and wide to invite men of ability;appointing men of understanding the West affairs;pay attention to using men of the Tianjin Way Station ;using both morals and ability as well as chastising men of either disobeying discipline or no ability,etc.
