抗战时期,国民政府对外援要求迫切,陈光甫两次奉命赴美谈判,签定了桐油借款协定和滇锡借款协定,为中国独立抗战取得了财力上的支持;他所创办的上海银行与中国旅行社等实业也在抗战中发挥了独特的作用;同时,他还积极协助社会教育事业的发展。

During the War of Resistance Against Japan, Koumintang government needed foreign aid very much. Ghangfu-Chen received orders to go to American holding negotiatons for two times and signed two contracts. It provided supports for China against Japan. The industry and commerce which he established had unique affects in the war .At the same time, he did his best to assist the developing of education.
